This contribution has been moved to the org.jboss.tools.common.verification.ui plugin.
The org.eclipse.ui.projectConfigure menu can't be used because it is available only
for a project.
I have removed this action from the project's popup menu because there is already a
possibility to suspend all validators for a project.
I have added a confirmation dialog.

User would like the validation to be able to be turned off on a per folder basis.
Currently, if you wish to turn validations off you have to go to each validator and
ensure that folder is ignored.
If you wish to turn off Java compiler warnings on a per folder basis you can't - it
has to be done on a project basis.
This could be useful if there is a build folder in every project that the validator does
not like.
