Scenario 1:
SOA Tools builds and releases independently of Core and users may in fact choose to
install SOA stuff w/ no knowledge (ie., without the update site URL) of Core. In this
case, we need to duplicate Runtime and Usage into the SOA site.
Scenario 2:
SOA Tools builds as a dependent site of Core, and when installing from the SOA Tooling
URL, the Core URL will be automatically added under the covers to resolve missing deps
like Runtime and Usage. In this case, the site.xml for the SOA Tooling site need not
include things already published in Core, which avoids the duplicate inclusions and the
possibility of mismatched versions preventing installation.
I prefer Scenario 2. So say we all?
