Win-1252 is not a Cyrillic but European encoding. It's not normal that russian
characters are used in page with Win-1252 encoding, and if inserted they may not be able
to be converted to UTF-8.
Can this issue be reproduced not in Windows OSes? (I know that IE (that could be used by
XulRunner) has a problem of treating russian text as Win-1252 instead of Win-1251.)
SaveAs could not be completed due to issue with character encoding

1) open some jspx page in 1252 encoding
2) write something in Russian
3) try to save as new jspx page
4) see error dialog !screenshot-1.jpg|thumbnail!
should propose to save in UTF
