I guess it cannot exec ant from installer to generate metadata. I've created user
without administrative rights to test it under XP SP2 while SP3 download is in progress.

I am installing under regular user account. I get access denied messagebox right before
any file is copied. Of course, I have write permissions in my destination directory.
