In the future please indicate that the license shows up for seam 2.0.2 and seam 2.2.0, but
not seam 2.3.0.Beta1. It'd save me a lot of time ;)
In this case, the error is in this file:

I'm committing some small changes to the code which fetches the remote file, but the
majority of this is now dependent on updating the remote file.

A new license page shows up for all AS servers being downloaded via the runtime download
dialog. Seam runtimes still do not show any license.
You may check JBIDE-12581 for examples, but basically, each extension making use of the
downloadRuntime extension point may also add a licenseUrl="http://some/website/"
to find the url of the license.
I am not sure what licenses the various seam runtimes are released under.
