I have created the Configure Maven Repositories wizard.

that enables adding the following repositories:
JBoss Maven Repository
Java Net Repository
EBR Spring release
EBR Spring external
Apache Repository
It includes the "Recognize JBoss Enterprise Repositories..." button that
recognizes JBoss EAP and WFK Enterprise Repositories in a local file system.
The wizard can be called with the File>New>Other>JBoss Tools>Configure Maven
Repositories action

Not sure if this should be in runtime detection or better done as a quickfix on missing
dependencies.
But being able to scan for/recognize local on disk maven repositories and provide a
quickfix to change settings.xml to include the basic xml setup for having them enabled
would be good.
