The Manifest is no longer given first-class state. A user will need to create a fileset
for it or keep it in an appropriate folder where a fileset already matches.

select Custom Manifest and click browse....nothing happens.
What is that Custom Manifest used for anyhow ?
Is it not just a standard META-INF/manifest.mf you are looking for ?
and if yes - what is so special about it compared to what things you otherwise put in
META-INF ?
