I created
upstream in order to fix
this.
As far as I know, the only way to know if it's a web-fragment project is to detect the
presence of web-fragment.xml.
Web Fragment Module facet should be installed instead of Utility
Module for mavenized web-fragment projects

Import in as an existing maven project.
rewrite-impl-servlet is a web fragment but Web Fragment Module is not installed. The
project gets Utility Module instead.
It's rather m2e-wtp integration issue I guess, but anyway I'm reporting it here
to track the issue.
It's important for us since we are going to add JBoss KB builder to such projects to
have content assist/openOns/validation enabled automatically - See JBIDE-9280
