I've found the bug and it has to do with the refactors that went on to allow for SSH.
Somehow version 18171 of PublishCopyUtil made it into M4 where I had thought it did not.
This is a big mistake as 18171 was mid-development and was never pulled back :(
The other outfall of this is that incrementally removing a file from the project will not
properly remove the file or resource to be removed. Applying my fix immediately.
New Seam project wizard creates folders not only in workspace, but in
disk root.

At new workspace. Eclipse updated with JBoss Tools - 3.1.0.v200911060027N-H62-RC1
EXECUTE: New Seam project.
EXECUTE: Create EAP 4.3 runtime and server from wizard.
EXECUTE: Select Seam 2 FP runtime from wizard.
EXECUTE: Create HSQL connection from wizard.
EXECUTE: Select WAR type and press Finish.
FAILURE: New folders created in root of disk(in my case - D:). Look at screenshot.
Folders are empty(only folder structure inside, no sights of files).
