yes it is the state in Windows -> there are 2 way to get this state:
1) open properties editor - press "Alt-Tab" and then "Alt-Tab";
2) select source tab - close editor - switch to Properties tab - get the same state.
Properties Editor -> just open some file in it ->
"Edit", "Delete", "Down" buttons are disabled
