I can enter text into that box, but whatever I enter, the Next button remains inactive. The line below "properties file" is white (i.e. active) but nothing can be entered at all. I would expect the option to select the existing "messages_en.properties", get a list of the existing property names and values in the box below and then be able to add my new string for externalization. Either I don't understand the concept here (which points towards bad UI) or this is plain wrong.
