What is the problem support *.taglib.xml with XSD shema location now? For now we checking
DOCTYPE and register *.taglib.xml with particular DOCTYPE as Facelet Library? Fot will be
wrong if we remove this checking and will be registered all *taglib.xml as Taglib?

In a scope of JBIDE-5642 we have found that JBT doesn't support faceleted-taglib in
*taglib.xml with XSD. See last comments in JBIDE-5642.
