I think we might be talking about multiple problems in one issue here.
1) The "not asking for workspace" is most likely some preference toggling
happening somewhere and right now it seem to be caused or triggered by Project Examples
(my speculation).
Denis says its related to Spring User Agent Analysis; I think its more to do with the fact
that by toggling that flag you are once again saving/restoring the preferences.
2) Teiid project and/or startup of Teiid is fragile in the sense that if it fails loading
some data it is triggering the disablement of that plugin loading and as consequence you
have a JBDS in some weird state.

1) Install JBDS
2) Open new workspace
3) Open Teiid Project Example (Help -> Project Examples -> Teiid -> Parts Model
Project Set Example
4) Open Teiid Perspective
5) Close JBDS
6) Open JBDS
* you will notice that JBDS will never prompt for workspace selection on startup
* In some cases it was even unable to start JBDS and I had to reinstall the whole JBDS
