probably in case of installation under root configuration generation inside installer
should be skipped. Configuration generated during installation accessible only for root
and that could be the reason of this issue. When configuration is generated during first
start it is going to be moved to ~/.eclipse folder in launcher and thus everything should
work as expected. JBDS Update in this case can be performed only by root then.

But I have seen this behavior on old Fedora 11 and JBDS 3.something, too.

When I start JBDS for the first time after installation, then splashscreen is JBDS. But
on second and all next starts, the splashscreen is Eclipse.
