I think for now I'll just apply this for the 4.70.x Oxygen TP stream then, not
Neon.3.
This will also have to wait until we're ready to move up to Oxygen.0.M7 as we're
currently on M5.

Pavol has requested that we add docker.reddeer plugins/features to the TP.
I assume this is for the Neon.3 AND Oxygen.0.M5 target platforms. Do we also need this
added to the Neon.0 target platform?
Which version of Docker Tools should be mirrored ?
