It seems that the cause is a little error in the commit to JBIDE-22639. Since it is in
common JobChainBuilder, it should cause other similar issues, and I hope the fix is good
for them all. [~adietish], please take a look at the pull request.

When I have an OpenShift 3 connection without any projects on it, there was a prompt to
create a new project (New Project dialog has been opened upon opening of New OpenShift
Application wizard). Now when I open a New OpenShift Application Wizard on a connection
without any project there is no prompt to create it.
