Here is a patch for this feature exposed as a system property.
This patch also changes the just new interface to use IModuleFile instead of physical
destination file.

Right now we always restart on .jar deployments, or rather .jar$ to be precise.
I would like to be able to control this to experiment with better redeployment options.
