Patch for trunk to add plugins needed to build Extras site w/ JIRA support. May include
more 3rd party plugins than are needed.
Note that could not simply include JIRA features because they hard-code the versions of
their upstream deps, and our versions of those (from newer upstream Orbit builds) are
non-compatible from an OSGi point of view.
Remains to be seen if these plugins will actually WORK when installed against newer
upstream deps.

Ran into some compatibility issues w/ the Atlassian JIRA plugins for Mylyn, so
they've all been removed from the 5.0 and 4.x Extras sites pending further
investigation into compatibility. Might have to respin those features ourselves and fix
their requirement ranges so they're not so strictly tied to old Orbit bundles like:
* org.apache.commons.httpclient [3.1.0.v201005080502]
* javax.wsdl [1.6.2.v201005080631]
