The menu above consists of, as you say, Prix Fixe options followed by A La Carte options.
Users can install individual components (unless we remove those choices), or can pick one
of two "normal use case" buckets of functionality -- tooling for SOA-P or
tooling for BRMS.

I think the problem is that I've been calling "all the tools related to SOA
runtimes, be they from SOA-P or BRMS" by the name "SOA Tooling".
So, by that logic, there are two all-in-one / prix fixe options: SOA-P and BRMS.
But if my label "SOA Tooling" is misleading I can remove that in favour of
something less confusing.
Document how to install SOA Tooling plugins for SOA-P, BRMS, etc.

We need a README for installing the SOA-related plugins via JBoss Central - so
that we explicitly tell the SOA, BRMS, etc. users how to get their plugins
installed.
See also JBDS-2046, which tracks the UI in Central that users will see. Note too that
there will be an update site on
devstudio.jboss.com from which users will get their bits
(via Central) and from which bits can be installed the old way too.
