I think that it's comfortable to have VPE Preferences icon in the VPE toolbar,
because it easy to get there than through the menu: WIndow -> Preferences -> JBoss
Tools -> Web -> Editors -> Visual Page Editor.
Conserning "Show EL.." option: it should be added to the toolbar, and as Yahor
has proposed in JBIDE-4914 it could be shown as additional icon.

So far as preferences what user set in VPE "Preferences" dialog are common for
all pages, I think that we should move "Preferences" tool bar button from
internal tool bar panel to external one (see screenshot-1).
