I have fixed this issue. These tests used absoluted path to get local wsdl file. After
someone change the codes for getting wsdl file from path to uri. So caused the test
errors.

JBossWS tests seem to fail because of URI not being valid; maybe tests are assuming
plugins are exploded on disk but aren't when actually packaged up and run !?
