Resolution: Done
Now it is possible to change Seam facet version.
If a user changes Seam facet version, he gets the Seam Settings preferences page where
Seam Runtime can be changed.
The remaining changes (Seam libs, Seam XSDs ...) should be performed within the Seam
Settings preferences page.

Trying to change my project from 2.0 to 2.1 I get a message saying I cannot change
version of project facet Seam to 2.1
We should as a minimum allow this change but warn that libraries are not automatically
updated.
