WTP wizard dosn't have Traget Server field. It has only Target Runtime. When you
create new Server within wizard it's not selected because you had not selected
Runtime.
Will fix it.

1. create new workspace
2. new seam web project
3. traget server - new, select server, finish
observe that newely created server doesn't appear in combobox.
