Then with org.jboss.tools.vpe plugin all ok. But here can be another situation, this
plugin depends from a lot of plugins (MANIFEST.MF->Require-Bundle section). If some of
requited bundles not available, the plugin hasn't been load. Looks like some plugins
that required for org.jboss.tools.vpe not available.

JBoss Tools installed via the update site.
When trying to open a xhtml page no visual editor is shown (opens Jboss Tools HTML
Editor).
In the .log the following antries are seen during startup:
