Do you mean s.tld? We don't include s.taglib.xml in JBT. But anyway. This namespace is
correct for Seam 2.2. If tag libs for Seam 2.3 was changed then we should include this new
XML into JBT.

I accidentally noticed that
jbdevstudio6/studio/plugins/org.jboss.tools.jst.web.kb_3.4.0.Beta1-v20121018-0628-B39/taglibs/tld/s.taglib.xml
has got wrong namespace <uri>http://jboss.com/products/seam/taglib</uri>
instead of http://jboss.org/schema/seam/taglib
