If I reuse categories so they match on both JBT and JBDS sites, I still get duplicate
entries in the list, but at least the categories get merged.

Bottom line: we have to de-dupe by hand - Central won't do it for us.

In order that JBDS use a different discovery plugin than JBoss Tools, we need to tweak
jbdevstudio.ini to load the correct URL for the site:
