is that Seam facet a reason which Seam 2 tools can't find the missing jboss-seam.jar
in distribution lib sub directory? Please look at screenshot of dialog error. If you know
that the missing Seam 2.3 facet is still the reason, then ignore my comment, but I have
real doubt ;-).
I think that this is the different issue from JBIDE-10679.

While adding new Seam runtime as Seam 2.2 runtime, filling Home Folder text field to
unzipped content of
http://dl.dropbox.com/u/2250171/jboss-seam-2.3.0-SNAPSHOT-distribution-js... and set
up Version to 2.2 (as 2.3 is not in list box), dialog shows Error message "Cannot
find jboss-seam.jar file" and the dialog can't be finished to save that Seam
runtime.
The jboss-seam-2.3.0-SNAPSHOT-distribution-jsf2.tar.gz contains jboss-seam.jar in lib sub
directory as standard Seam 2.2.2.Final distribution.
