Grid, was this delivered to just the 3.1.x branch or the branch and trunk? Trying to
determine if it made it into the 3.2 M1 build.

We always use a dynamic web project to generate web service. When generate web service,
we need to update the web.xml. But a dynamic web project may not have no web.xml.
In this case, we should generate a default web.xml for it.
