Since creation of the SOA Tooling site has slipped to M4 (JBIDE-8656), I'm bumping
this to M4 too. NOT blocking M3 release.

missing dependencies. After adding

it pass.
3.3 platform site should be referenced automatically when SOA-P tolling site is added
