This is a regression caused by JBIDE-21027
(https://github.com/jbosstools/jbosstools-central/pull/365/files#diff-7eb6...).
While the property key hasn't changed. the underlying preference store has, but the
property listener doesn't apply to the new store, so EA change events are now
ignored.
EA enablement status is not propagated to first page of Central
