Also It will be good to make icons behaviour editor relative
#1 icon change/editor layout should be enabled only on visual/source tab
#2 icon refresh don't affect preview tab, but should.
#3 show folrmatting toolbar should be only enabled when visual part accessible.
Move VPE toolbar icons to eclipse toolbar icons.
