Actually, now it seems that it can never really tell if the server is started or not. The
only workaround is to bind to all interfaces and use web poller.

When you set up a remote AS7/EAP6 server and start it, it keeps starting forever. This
problem occurs only when the management port is not set up. This may be a regression in
JBIDE-11921 .
