Because of changes in Toggle/Add/Remove actions creation/enable/visibility in WST SSE UI I
cannot setup/enable them using {{org.eclipse.wst.sse.comments}} context and the
{{org.eclipse.wst.sse.ui.commentingStrategy}} extension point. Probably it's because
the wrong editor ID is provided to WST when these actions are to be enabled.
For some reasons these actions are not persist in WTP's Web Page Editor (which is also
a multipage editor with a source and visual parts).

Toggle/add/remove are removed from the menu due to recent API changes in WTP 3.3.
It seems that to enable this functionality, the {{org.eclipse.wst.sse.comments}} context
and the {{org.eclipse.wst.sse.ui.commentingStrategy}} extension point should be used. Also
