Is it correct that exactly one of properties 'ruleSet' and
'ruleAgentProperties' must be set?
Which of properties 'ruleLanguage', 'ruleReload', 'stateful' are
relevant if the action is based on ruleAgentProperties?
I would like to take that into account in validation of wizard's input and in
enablement of form's field editors.
