IDE doubles taglib declaration in source if user adds some component via JBoss Tools
Palette.
Try to add some tag 2 times via JBoss Tools Pallete (<rich:calendar> e.g.).
Declaration "<%@ taglib uri="http://richfaces.org/rich"
prefix="rich"%>" will be doubled in the source.
