Or if we're intentionally making these files different for JBT vs. JBDS, perhaps the
filenames should mimic what we do for *-directory.xml?

We need a location where to put a file that would list "earlyaccess"
installation units.
This URL should also be used while building central to "wget" the last listing
of early access units.
