I'm not able to replicate this on windows in jbtools. I do duplicate the path
variable in the launch config rather than allowing it to simply inherit from the
environment, but this is a new change required to fix JBIDE-21170
However it's obvious you are getting an incomplete path, so teh question is why? Any
steps you can give me?

Why it duplicates what is already set on installer side? Installer configures everything
that is required for vagrant .up to work except SUB_USERNAME and SUB_PASSWORD.
