As mentioned earlier, I'm not going to say it's *good* design ;-)
Anyway, you see the same behaviour with other plugins like Maven and Forge but the
difference of course is that with these technologies there is a default runtime that is
shipped *in* the plugin and thus cannot be removed.
The point is that it's additional work to remove this implemented limitation and IMO
this does not add enough value to warrant the risk of introducing other bugs and even more
work.

When you add SOA-P 5.1, it will add a jBPM runtime among other things. It's not
possible to remove this runtime. All other runtimes, including Seam and Drools, can be
removed without a problem.
