job now only uses stuff in build/aggregate/, build/publish/ and
build/aggregate/webtools-site, making the job simpler and the amount of SVN-based churn
less.
Need to roll this out to the other aggregate jobs too.

For all component jobs EXCEPT "central" (which has a dependency on a build.xml
in its pom):
* Get jobs only poll this folder instead of the whole build/folder
-> More consistency, less executions triggered by stuff that is not related to
building this compoennt
