Tested by uploading an empty foo.zip file into
http://download.jboss.org/jbosstools/updates/integration/locus/, then respinning a build
to force the metadata to be regenerated.
The zip was NOT included in the resulting composite*.xml files.
composite*.xml generator should NOT include *.zip in the list of
<child> URLs
