If so, I think yes.
Because if we use project facets for configuration seam and etc., why we also use this
menu for jsf, struts library management?
All should be done in one way.
The Server Runtimes can be moved to facet too.

Add JSF Capabilities menu and dialog should be redesigned.
May be we should change "Add JSF capabilities"+"Add struts
capabilities" = "Configure JBoss Tools Web", where in menu we will be
specify neccery parameters for model?
