Base has been code freezed. I'm moving it to Beta2. If it's critical for Beta1
then please fix the PR and merge it into 4.3.0.Beta1x branch (may require an approval and
respin).

DownloadRuntimeLicenseFragment should work even without browser widget available and
show html or text without html tags with <p> and <br> elements replaced with
'\n'.
