Set to Beta3 target so this can be seen/triaged as important for this release. If NOT
important, close and explain why so we avoid "reopen for clarification" churn.

Looking in org.jboss.tools.as.test.core/pom.xml I see you test for & with EAP 6.1 but
not 6.2 or 6.3.
