The changes for this have been extensive. It's not yet complete in m1 (partially
complete in 3.3.0.M1), and so cannot be backported yet. It is also debatable whether new
plugins can be added to 3.2.x maintenance.

extending the Basic Server to have a start/stop script it can launch.
