Yes, I see. But in this case the reason is that the pasted characters are in different
encoding (they are UTF-8 characters) while all the other chars are in editor's used
encoding. And the second reason is that probably "Save As" doesn't use any
character converting but only allows to save into a different file.
SaveAs could not be completed due to issue with character encoding

1) open some jspx page in 1252 encoding
2) write something in Russian
3) try to save as new jspx page
4) see error dialog !screenshot-1.jpg|thumbnail!
should propose to save in UTF
