The correlationset should has the attribute named properties. If we do not set the
properties attribute, the bpel file should be not valid.
But we should permit user to create a correlationset without the properties attribute and
add it some times later.

create a empty bpel file
do nothing but adding a correlationSet
save and close it
reopen it, get the issue
