Brian, I tested it on Windows and Linux, it works. it might only can be reproduced on
Mac, but I don't have a Mac os, do you know there is a workaround to debug it without
a Mac?

For some reason the Add icon in JBDS under Govnor is grayed out and does not allow for
the uploading of the attached Excel file. I both dragged and dropped it into the Repo and
also saved it directly into the workspace with the same effect. I am told on Windows that
this works without any hiccups.
