Also turned on SCM check because there's no upstream SCM to check. Now jobs should
only respin if the TP upstream changes AND the job's been enabled to run (because
there's a new 5.3.x build available to pick up).

As part of the global effort to reduce Hudson charge, I noticed that the following jobs
is started every 12 hours without any reason. Because of cascading, it also causes the 3.2
aggregator job to run every 12 hours.

We must fix the SCM poll to avoid useless builds.
