As far as I understand all locale files (messages_*.properties) must contain the same set
of properties but with different languages in value fields
If it not so - this is not a bug of JBoss Tools
May be JBoss Tools must warn user aboute this problem, not more

It would be very useful if Jboss Tools were locale sensitive.
In my case, changing the default locale in faces-config.xml from 'en' to
'pl' has no effect in code assist box content.
Only when I delete or rename messages_en.properties, the code assist looks up for entries
in messages_pl.properties.
