Testcase:
1. EXECUTE: Create JSF1.2/FaceletsKickStartWithoutLibs Project
2. EXECUTE: Add custom capability (RichFaces 3.1.3)
3. EXECUTE: Open inputname.xhtml
4. EXECUTE: Ctrl+Space anywhere to get a list of tag proposals.
